whats the best way to check my headlight mtr

on my 66 charger? both not rotating.i can hear the relays clicking under the dash when i turn the headlights on ,but the lights won't flip

I used to check 63-67 Corvette HL motors, on the bench, by connecting a small fresh 12 volt battery directly to the terminals..

exactly - bypass the wiring and connect 12V to the power stud - this will tell you is it is your motors or wiring that is the problem.... have fun with that.. I did a 67 Charger's headlight system and it was not fun....
