Police hub caps

I recently picked up a set of police dogdish hubcaps with the holes in them. Are these rim size specific? If not, how do you attach them to the steelies?

I thought they just popped on over the center section. (I think I need to upgrade to 15" rims)

SPeaking of upgrading to 15" steelies, anyone have a good cheap source for new ones?

They just pop on and should fit the 3 or 4 bump wheels, except for those early ones that use the bigger caps.
