We need much more info on the eng build and the car. I will say my son runs 3.91's in his Dart with a 26" tire and it works great for him. He has 400 in his Dart and has run 11.40's. It is a street car like my 63 as we drive both of them to the track. Ron

Sounds to me that you are trying to optimize for the 1/4 mile. Do the 3.91's allow the engine to rev at the max HP RPM through the traps? If so then I'd say you don't need a change.
Don't know the back space for sure but seems to me you should be able to get 10" of rubber under there with the springs moved in.
