Heater Motor Rinning

I have a 67 Coronet R/T
Every time I turn the key on the motor is running.

Is that normal?

Also is their a standard amount of vacuum that the engine needs to produce to work the heater box?

I am a new bee so go easy on me is the questions are stupid.
