The VIN letter H only tells us the car had a 383-4bbl. It does not tell us which version or the horsepower rating.
As the letters HP are not stamped not the pad. That tells us the car was rated at 330 horse power indicating the assembly...
C11 = Scheduled production date of December 11th.
The relationship of the Body number (180071) to the VIN 181822 indicates the car was possibly built a day 'early' or 'as scheduled'.
About 2.9% of the 70 WM21 cars shipped for sale in the US were TX9. It's toward the end of 'not common' colors...

for 1970 Super Bees, the side C stripe was standard and the bumble bee stripe was optional.
Neither of these are coded on a 1970 Lynch Road Super Bee tag fender tag.

Given that they were made at three different plants, it's entirely possible for two RRs to have the same the exact same VIN except for the plant code.

Just about every plant has its own variation of inspection stampings. Inspection stampings can change by year.

I have an 053 22" radiator with shroud in a stock 440 automatic '69 Coronet R/T. Glen Ray redid my radiator and I do not have any cooling problems.
CP45H9C204699 = 383-4bbl (H) out of a 1969 (9) Chrysler Town and Country station wagon (CP45) built at the Jefferson Plant (C). The mill marks are fine. It's when they are missing we get suspicious.

About 30 of the 1970 WM21 cars shipped for sale in the US were DY3 Cream.
If this car came from Canada or was ordered for Export, then the answer is unknown.
There is no such thing as "HP" manifolds so don't waste your money or time looking for them. There are 2 bbl and 4 bbl manifolds. There are no manifolds specific to the HP version of the 68-70 383. ANY 4bbl manifolds from any relatively similar application will work. They can come from a 383-4...

Mopar did not have a 'pursuit' engine assembly specific to 'cop cars'. The same assembly that went into regular cars went into cop cars.
