HD and Lowe’s are across the street from each other here too. I find I go to Lowe’s probably at least 10 times for every time I go to HD. Lowe’s just seems better organized and easier to find what I’m looking for. If I can’t find it at Lowe’s then I’ll venture over to HD second.
As @bigbluedodge stated, the taper in the camshaft keeps the lifters rotating. Any flat tappet cam has this. It also puts a force on the cam backwards that helps keep it in place

B/RB engines have the distributor in the front of the engine. Due to the rotating cam/intermediate shaft the cam is thrust rearward hence, no need for a cam thrust plate. 440'

This suggests the plating occurred as an assembly, and perhaps the nuts changed later.
Bolt installation would occur after heat treatment.
