Seems like there is a tab on the filler neck, that bolts onto a body panel or frame. That keeps the filler neck from moving around or twisting. Also locates it in the proper position.

If you use a sending unit/fuel pick up tube for a six pack or Hemi car, it will have a return line built into it. But of course, you still have to lower the tank to get to it.
Don't know why it wouldn't work. Not sure if you would then need a vented gas cap or not. I think the tank has a vent built in to it, at the front near the rear axle.
