It does move when throttle is pressed. I cannot say it is 100% correct as I'm going by YouTube videos. I tried to move it to different positions and didn't notice much of a change.
Also, I can't imagine it would come out of adjustment out of nowhere.
The stuff clogging the screens of the thing with the wire harness (can't remember what it's called) looked like stuff from a heater core or radiator when you clean them. Except it was smaller pieces. The screens on the solenoid was much smaller, almost like fiber. But larger than the fuzzy stuff...

Yep. Very common. The bolts holes for the exhaust go into the coolant passages.
Drain the coolant enough so it's not leaking. Get the coolant cleaned up in the threads. When reinstalling header bolts, use Teflon tape or something to make them water tight.
Are you checking voltage at idle? Most alternators do not charge well at idle (under 1200 RPM). When you go to have an alternator in your car tested at places like autozone, they usually tell you to keep RPMs at about 2k.
When I'm looking at voltage on a running car, I always keep the RPMs...
What I do when the car has sat for more than a couple days is this:
1. Crank the engine for a few seconds (3-4)
2. Wait a couple seconds
3. Crank again few seconds
4. Wait a couple seconds
5. Press the gas peddle all the way down then release
6. Crank again
7. If nothing, repeat steps 4 and 5...

Our gas prices don't fluctuate too much between different stations in this area. Maybe 10 cents or so. That's not enough difference for me to run across town or a few miles elsewhere to save a couple bucks.
