71 charger wiring diagram help

i am curious what the meaning of this is?

picture attached. i put a red square around the area in question. sorry first time wiring a car and reading a diagram i still have my old harness that i try to reference also.

does it mean fasten ground to the body?

Yes.. same as the horns shown beside it that get their negative by bolting to the body.
