Forward console bracket

Does any one know what the forward console welded to the floor bracket is for ? Does it attach to anything? What am i missing here ?

My 67 has one screw on the drivers side down by the gas pedal. There's a slot in the console

My 66 Satellite has one at back of console inside lid are hold down screws to the bracket and one under front plate behind auto shifter.

What year of car? Would this be something related to a factory cassette recorder for strength?

Yes i checked the MM and it clearly shows a screw with fancy washer going tru the glued-on carpet piece + console into the driver side bracket and clearly nothing on top! Thanks
