PS pump filler neck loose! Weld? Solder? Duct tape??

Hmmm…..yes, replace unless it’s a “numbers matching” car. Otherwise, I’m pretty sure it’s brazed solder/torch

You will have to pull the pump off and remove the reservoir. Clean it well and either solder or braze it depending on how it is fastened now. Are you sure that's where its coming from?

I don't really understand the problem - Shirley it's just a rubber seal under the lid of the P/steer reservoir?

Likely brazed? Any good repair is going to require taking it apart, and cleaning it up really well before putting flux on it, re-assemble and braze or solder.
If you only need a temp fix, maybe clean it up and JB weld it.
