I have a 74 Satellite w/o power brakes but front disk brakes and rear drums. Is it true that only changing the master cylinder will make it power brakes?

No, you will need a Power brake booster and Master Cylinder.

I was talking about the picture. Is what is in the picture all I need?
Not everything. You will need a vacuum source "tee" off of the intake for the booster to assist it.

BTW- I think that is a GM booster too

You might also need a proportional valve to adjust the front/rear ratio. Look at the FSM and see what your car came with power brake wise.

Since he isn't changing brakes, he won't need to change anything there...
