Just like the title says a lower steering column cover for the above vehicles. 1966 and 1967 B bodies. It is maroon in color even though it doesn't look it in the pics. $20 plus the ride from Walton NY 13856. New ones are $60.

That looks like a 67 cover. Most 66 covers I have seen are metal and are smaller for the column. All of the 67 covers I have are plastic, like your picture.
