1969 3s speed wipers

I have a 3 speed wiper motor and switch for non Rallye dash road runner
No matter what setting i have it one its always the same speed wiper.
Dont know if that is correct or not.

The harness is plugged in. and then there are two brown wires. one with white tracer and one more solid brown attached to spade connectors on back of switch
The washer button doesnt work either. It two has brown wires on each spade terminal.

Could some thing be missed wired?

Have you got the brass ground strap on the motor?

Where are you checking the washer power, at the button or at the pump? Is the ground hooked up at the washer bottle?
