Help! Steering wheel grounding wire

Just got my car back together and realized I have a left over steering wheel or column ground left over. Woops

Even worse, I can't recall where it goes. It's the little black wire about 3 inches long with a metal loop on each end..

HELP!!!! Where does it go? Troy
 
there's a bracket that mounts under the steering column, (that cradles the column) w/4 bolts, the bolt closest to the driver (to the right) remove that bolt,and attach the large end of the loop there,now you have the studs that that bracket attaches to,those are the ones with the small nut/large serrated washer, the right side should have 2 nuts one should be already tightened to the washer,attach the small looped end there and with the extra nut secure it.
