I'd check the cam the lobes could be worn and your heads could be fine :)

A worn cam would cause gaps between the rockers and valve stems, and would cause the valves to not open fully, he is having problems with the valves being held open when they should be closed.

I got the adjustable rockers first, then found that with them installed my pushrods were way too long (the adjustable rockers put the cup for the pushrod further down than the stamped steel originals did due their design). Even with them adjusted all the way in they were too tight (which would make your situation even worse), so I had to get shorter pushrods. During all of that I then looking back at the ads for the rockers and on one place they did mention that other valvetrain components would have to be changed, and on another they didn't, the one I was looking at didn't say it.

If you decide to go this route be sure to get a pair of adjustable pushrods first so you can go through the whole lash adjustment process on each cylender to figure out what length you need that will work all the way around.

You might also consider taking the heads back to the machine shop at this point (since you have them off) and having them correct the problem before spending all kinds of money trying the work around it like I did. Like I said, I found this out many years down the line and in another state, and always wanted roller rockers anyway, so decided to deal with it in this way.

Pulled valve cover off noticed valves aren't closing all the way tried. 030 shims under rocker rod made big difference on 3 cylinders except #5 was way to loose,would have tossed push rod. Just had head job done wtf. Is this normal. ?

I must have missed the part about the valves not closing....So valves open bad valve job. Valves closed with loose push rods = worn cam,bent push rods. You need to check your installed spring hight on all.You should also have your springs tested to make sure they meet spec.
