'70 Fiberglass RR Fender Question

I've been trying to track down a B-Body Right Front Fender for months locally with no success.
Today,
I became aware of a Pair of '70 Road Runner Fenders for a good price. However, They are Fiberglass...

Are these strictly a Race only panel, Or could they be used on a Street Car?
It did not look like they had the backing plates for the Headlights. I'm up to modifying them if needed.

You can use them on a street car, but they require a lot of work/blocking to get straight.
 
In addition to having to fabricate backing plates for the lights that you mentioned, there's also the side marker lights, plus wiring for grounding so that they turn on. The physical fit and finish will probably take you a lot of work to get to your liking.
