73 Charger - What IS this rubber strap from???????????????????

Man, when I do a full rotisserie restore on one of my cars I take hundreds of tear down pictures, but I must not have documented this one, nor can I find it in either of the shop manuals. At first I thought it was the fuel sending unit ground strap, but the two holes have plastic sleeves in them.

Any clues as to what this is for???

Duh....I'm an idiot! All the restoration work I do on my cars, down to the final inspection brush paint on the trans, rear end etc, AND I DON'T know that!!

I'm going to hide now.

To add clarification, it is a non-stock aftermarket hold down.
