Regarding the bouncing speedometer...mine did that but also would sound like it was winding up too. I didn't fix it soon enough and it unsprung and broke the speedometer needle in half. Change or disconnect the speedo cable cable asap.

This is only the second V code 4 speed Cali emission package bird I've seen. My old car was EK2, buckets no console, no Tach from the factory. Original exhaust was long gone, but it still had the hangers for the chrome tips by the bumper. I always wondered about the tips, No broadcast sheet, but I believe it came with them as well.

Sounds like your speedo cable is dried up and needs to be lubed. The original mopar stuff was a wax/grease product but you can't get it anymore. Maybe a lightweight synthetic grease? Whatever you decide on as a replacement don't over do it and don't glop it on towards the speedo head, it can climb the cable and make a mess.
