need diagnosis please

hauled home non running 63 slant belvedere. I changed over to mopar ECU, used old ecu plug in that was missing the 2 wires that go to dist. so I cut 2 off dist and used those for my to dist wires. new batt. reads 12.5 V, key on (ign1)... I have like 5 and 12. 5 at ballast. same 5 at coil +. at ig1 ( run) I get about 5 or so. I jumped the coil + from the batt, and tests 12.5 at batt+... if I crank ( ig2 start) I get 10.5 .
with key on , no jumper to coil, the coil + reads hot but the neg shows no current.

can I have the wires from ecu to dist reversed?? or is another problem. thanks for any input.
 
I used that info trying to check out the ne ecu and its harness.

let me ask this basic question. with ign 2 ( start), I am not getting anything at end of ballast except the 5.5 v with just key on ( ign1). and the same 5.5 at coil + . when I jump from barr + to coil +, and push the remote starter, it shows 10.5 v. I have cleaned the bulkhead terminal real good, dielectric grease.

can problem be ground? engine is grounded to bell. I guess it has to be problem between ballast and ign switch???

I am get 12.5 in and out of bulkhead, as batt is 12.5 thanks fior any help...
 
go to figure 3 and check the ballast. you should have at least 11 volts as stated at cavities 1,2,& 3. If using a single ballast do the test for compensating resistor and yes you will need an ohm meter.
