The tube itself is now rocking back and forth and oil is leaking down and all over the pan. I've looked at this from underneath (don't have a lift) and can't see how to tighten down, or replace the tube. Any help is appreciated.

it's bolted to your engine mount

If the tube is bolted to the engine block how does it "connect" or seal at the block? Does it just slide in with an o-ring or something and the bracket is used to keep pressure and seal? Sorry, I'm a rookie at all of this.

it's been some time since i had mine out, but do believe there's an o-ring down there. if your tube is loose, you may have a loose bolt holding your engine mount

The tube was originally press fix in the block there should be a part of the tube that is expanded and seats to the block when properly installed. The bolted bracket is only for stability.

It bolts to your motor mount and is a press fit in the hole, not sure about the o ring but I used Permatex ultra black around the area that sits in the block. Applied directly to tube before putting in. Anything that doesn't stay in the block will squeeze out and seal around the lower ring of your tube.

As others said, tab on tube bolts to engine mount bolt, tube is plain press fit, no O ring. They often crack just above the block if not properly secured.

Press fit and usually a bugger to get in - especially when the motor is in the car. I have had the best luck with a 3/8" crows foot on an extension. Put that just above the bulge on the lower end of the tube and tap the extension with a hammer to drive it down. And like stated above, put a dab of sealer around the tube first.
