Im having my rear main seal replaced tomorrow and I was talking to someone today about it and he said if I just have a small leak oil leak on the bottom bell housing that I should only change the bottom seal and rtv it because Ive heard that the top rope seal can be a pain to remove and could save me money on labor .would this be ok?

The top seal isn't a problem to change and there are a couple of ways to do it. If you want to make it really easy go to any parts store and buy a 'Sneaky Pete' tool. Directions are on the package. Otherwise just follow the FSM. Good luck.
BTW, I wouldn't go to all the trouble to get to the seal without changing top and bottom.

Im also wondering how many hours they'll charge me

Yep, I would change both while it is apart. I've been having good results with The Right Stuff for a sealer in addition to the seal kit.

Make sure the shop gives you an invoice with all the charges specified before you hand over the keys. The days of "trust me" and "we'll give you a good deal" are long gone.
Hopefully, if you're unfamiliar with this shop, you have at least checked them out on the internet and with the BBB to look for complaints.
