1968 Charger R/T Inner Fender Plates

Members, getting ready to undercoat my wheel wells. There are two pair of plates at the bottom of the inner fender to cover the holes. One pair is rubber and the other is metal. My first question is the attachment location of these plates - Inside or outside the inner fender. Second - were these plates attached to the car when the undercoating was applied at the factory. Any assistance would be greatly appreciated.
 
Both attach from the outside and we're installed before undercoating. Think speed and easy, that was the factory way.
 
the rubber one on the right is on the inside !!! & yes they got undercoated, the others are from the wheel well side.
 
Yep, your right totally spaced the right side being on the inside for the rubber one.
