Depending on your needs there are better and more reliable sources.If as in your question if it actually refers to a tag,Galen is just the middle man,he uses http://www.datatags.com/ ,you can do the same for a lot less money!
Ask your question on Moparts and you will get an eye opening.

I placed an order and sent a check in January, 2015. They cashed my check in June, 2015. I have talked to "the Lady" a few times, and am always told it will go out "next week". The most recent time I was able to get an answer was about a month ago. It is now 3-18-2016. Still waiting.............................................

If by "operating" you mean, is he still taking money from people and not delivering a service then, yes. Why no one has filed a fraud complaint against him by now is beyond me.

I cant say anything bad about Galen because when I had my 69 hemi Roadrunner stolen in O'Fallon Illinois, Galen had all my documentation at his fingertips and passed it along to the District Attorney.
Thank God for Galen and Dave from Performance Car Graphics who had a copy of my fender tag.
That being said, I wouldn't give him any money You will never see your item you paid for unfortunately.

Update- It is now May 31, 2016, and I have now been waiting 495 days for my "order".
Nothing but the runaround and outright lies. $223 shot to hell.

When I bought my 64 Plymouth light weight Savoy from a guy in Missouri, it was supposed to come with a visual inspection that Galen did on the car with an extensive amount of detailed photos of the car.
When I received the car ,there was no documentation in the trunk which was supposed to be there as promised.
I called the seller and he told me he paid $1500.00 for the visual inspection, so if I wanted it, it would cost me another $1500.00 even though I paid him his asking price and that all documentation was included.
I told him to go F^&* himself and I then called Galen and told him what transpired and if he had the paperwork.
He looked in his fiies and said yes. Yes I do.
He mailed out a set of DVD's for the whole visual inspection NO CHARGE.
That's a standup guy in my eyes.

I had an inspection from Galen on my C500 in the early 2000 years.
I spent $350 and was barely satisfied with that price at that time for what I got as documentation for my car.
How he has conducted his business since then is an ongoing issue.
It seems that some of his old work holds up OK but it's lasting value has taken a big hit because of him not caring for/about his beginnings.
