Turn Signal - Fender & Dash?

This maybe a dumb question, here goes. Picked up a 68 GTX PO says 'turn signals in the dash don't work, I changed the bulbs and they still don't work'.

This car has the fender lamps too, fender tag option. All lights on the outside of the car work. I start digging around and I looked at the bulb sockets in the dash, one side and is taped off (no bulb socket) and the other has tape residue that the bulb socket would never make contact. I'm talking about the green circuit board on the back of the dash.

Did factory fender signal cars have operational lamps in the dash? Based on what I found it looks like a car with fender mounted signal indicators have the actual lamps 'deleted'. Is that right?
 
Ive seen two b bodys just like that. When they came with fender mounted signals they just taped over the dash hole .

Pretty sure my first '69 Road Runner had both working. That said, I recall having a problem with one or the other not working and took it back under warranty. If memory serves me correctly, all thy did was put in a heavy duty flasher.
 
My 73 'Net has dash and fender mounted, and they all work together
 
They all work on my 70, always did.
 
My 1968 Sport Satellite had the fender mounted turn signals and I found the black paperish type of tape over the two spots on the gauge cluster where the dash turn signal bulbs would be located. Apparently (at least in 1968) you got one or the other, but not both. I removed the tape and inserted new bulbs/holders and they worked of course. It must have been the Chrysler accountants that made that call! They may have saved a whole $.01 on that one.
 
My 68 'Net had both and they all worked together too
 
My '68 Bee has both and they always work. Now the rt. fender isn't working so probably have to tear in to it. Odd #35 bulb per the manual.
 
My 69 RR has the A01 light package with fender mounted turn signals and the cluster had indicators for left and right, mine had issues when I got it, it turned out to be the turn signal cam in the steering wheel, wasn't making good contact and needed lube, also the steering wheel needed to be tightened (Horn issue) since fixing all of that, I have replace the circuit board with the electronic version. everything works great. Sounds like your cluster circuit board needs to be changed, if it came with the A01 package then all the wiring should be in place already.
 
Thx for all the replies. Sounds like there is a distinct possibility the dash did not work when fender lights were installed. Mine is 4/23/68 build date for reference. GTX.

I have a second dash cluster, not from my car originally car, but that has tape residue too. Other odd thing is that it has the tape residue over the high beam indicator also.
