It came from my father in laws estate. I think it's pretty old. In dads work experience, he didn't have a use for tools at work, as he was administration at the former Gulf Refiners. There is no name on it. It looks like some kind of crimping tool. That nut on the top, when loosed removes an anvil looking piece. When you press the handle, an angled piece of metal contacts that anvil. Looks like a crimping tool. Anyone have any ideas ?

With out a closer look but might be a saw set
used before you sharpen a saw blade
 
used to put the correct angle on the saw teeth so you get a clean cut with no binding
