Pulled over this morning PA State trooper

I was driving into work on the Pennsylvania turnpike traveling east doing 80 or better in a 70 MPH zone. I noticed a state trooper on the shoulder of the road with his rear towards traffic (facing east) so I tapped my brakes to slow down to 75. He starts to pull out before I pass him and I pull over. I did not see a radar gun and he was facing the same way as I was in traffic (if I am making any sense). So, I am sure he could not use a radar gun unless he is perpendicular to traffic or facing it. He approaches my 2014 Jeep SRT and the first thing he said was 'I love the wheels on this car. Are the factory wheels?" I knew I was getting off easy and I explained that they are indeed factory wheels but optional. He then comments on my Sepia Leguna leather and then proceeds to tell me he is only going to give me a fine and no points. He leaves and comes back and explains to me that he is in love with the wheels and my Jeep. We talked for a few minutes and then he asks for my phone number. He seems like a car guy but has anyone ever been asked for their phone number after being pulled over by an officer? $129.00 fine but no points seems fair to me as I was speeding. I wonder if he wants to call me?
 
never had one ask for my phone number, but got pulled over in my charger srt about 5 years ago. at a 4 way stop and im sitting there stopped waiting for the car on my left to go across the intersection, he does the cop behind him tries to roll through behind him not yielding to me as i had the right away. next thing i know hes behind me with the lights on, pulled into a parking lot and he says "you didnt stop at that stop sign" I replied "i did, you did not stop" he asks for license and insurance so i go looking for my ins card. i thought this was going to get ugly quick, im leaned over by the glove box sifting through papers looking for my card, turn back to the window and realize he is gone? he pops up from infront of the drivers side wheel and says are those brakes factory? i replied yes the srt model comes with brembos from the factory. we talked cars for a bit he told me he couldnt wait to get his new charger police car equipped with a hemi and we left shortly after no tickets or anything.
 
Unprofessional....If he was interested then there would be no fine, citation ect. in my books...

The Trooper is married (I saw his Facebook page) with three kids. I am happily married with three kids and a Christian so a date is not on order. I thought I was going to get a warning, but I am not worried about a fine.
 
Now that I look closer at the ticket in the remarks section it has 85/70. So, he did clock me. I was unaware that they can hit you facing the same way as you in traffic. I found it odd that he asked for my phone number and like an idiot, I gave it to him.
 
I had a deputy sheriff tell me they have several ways to calculate speed. Gun antennae ect. At least that's what I was told after getting a ticket in the same manner you just did. Didn't ask for my phone number though. Lol Just warned me on speeding and gave me a seatbelt ticket.
 
In Texas (at least around where I live) they ask for your phone number as another method to find you if you don't show up for any court hearings. They can "clock" you from any direction.

The question I posed is it on the citation?
 
My phone number is not on the citation. Maybe I have a stalker. My twin brother went to a car show in his Super Snake and a guy started to talk to him about the car. A few days later, the guy shows up at my brother house in in local police cruiser and in uniform to talk to him about the car. He searched his address from his plate (a bit illegal I assume). He wanted to bring his son over one night to show him the Super Sanke...stalker alert.

Unprofessional as I said earlier......Reduced citation, whatever what would make him think I would be interested in him calling me? Do you park your vehicle outside at home?

First, yes we have front and rear facing facing radar antenna. The newer units are sophisticated enough to sense direction, fastest units, etc and even lockout undesired directions for busy streets. We also have LIDAR (Laser) but those are handheld.

Secondly, seems inappropriate to ask for a number. I am car guy and have talked about mods or features on traffic stops but I don't hit up driver's for their digits...

In Illinois we either have state citations or local ordinances. If it is written as a local ordinance then it is a fine only.
