I offered 11.5 I just no that all panels have heavy filler which means 10-15k to fix all that for starters

I'd take it for a spin. Does it drive and stop?
Note any overheating, leaks, smoking, or engine noises.
If it runs and drives and doesn't have multiple issues roadworthy wise I'd offer 14 cash and then move on.

The report was great with driving shift gears smooth braking pulled to right said carb needed some adjustment an no leaks under car

Did you see what he posted about the inspector he paid to inspect it. The body sounds like it has 10k worth of body work alone easily.
Gobie, if you can't do the body work yourself and it has that much rot you're looking at a lot of cash. $100+/- an hour at a body shop.

Commando was the term used for early B-Bodys I don't think 68's.

For 20K, you should be able to find a SUPER nice driver Satellite or even a reasonably solid RR in a driving project stage.
