Cast 2 9 70 pad stamped 4 13 2 and s 440 the id pad on the right side off block is blank no stamping att all . Q can the s440 stand for service 440 block ?

Yep. You have a warranty block. S stands for service block.

Did they not re-stamp a service engine with the VIN?
Would say after a legit service replacement Chrysler would add it for proof it is not a stolen part?
