GTX instrument panel illumination bulbs?

Seeking a sanity check. Just got my instrument cluster back from having the speedometer rebuilt and noticed they didn't have all of the light bulb holders plugged back in the same places. My car has fender top turn signals and when I had the cluster out about 15 years ago it seems I concluded that with fender top turn signals, the normal turn signal bulb holder holes in the instrument cluster are left empty. Now the mis-placed bulbs are causing me to try and re-think this again.

Is it correct the bulb holders are left open?

Or should there be an empty bulb holder plugged in?

Or should a bulb holder and light bulb be installed?

They had black tape over holes. You can add bulbs and holders, but won't be "correct" if you do that, I did.
 
My 68 was the same way. It had fender top indicators and the sockets for the instrument cluster had black paper tape over the holes. I removed the tape and added holders/bulbs. Works great!
 
Hmm - well, if it doesn't overload the flasher I might go ahead and add the bulbs there. I think I have a spare 66 cluster or two up in the attic that I can rob some bulb holders from.

Thanks all, I thought my dash bulbs were just burned out. I'm going to put them in cause in daylight , my fender tips are hard to see.............MO
