so if you have radio delete on your car did they put a plug on the fender or never cut the antenna hole?

Dave on mine they never cut the fender. Someone put a radio in mine after the fact and coincidentally put the hole in the wrong fender.

While ordered with the vast majority of cars, radios were always optional. You can’t delete an option. You can’t have “an a/c delete” dash nor a “sure grip delete” rear end.

The fender wasn’t punched.
 
My 66 no radio car never had a hole in the fender.

Sucks the fender is dented and not cost effective to repair.
