Does a 1968 with top of fender turn signal indicators , also have them in the dash cluster? ?
Mine have the " windows " for them , but hopefully the hard to reach bulbs are burned out. All other turn signal lights work, but flashes rapidly . Makes me think it is trying to tell me the dash bulbs need to be replaced............................MO

My answer is yes, but you have a '68 what? Also, where is SW Iowa? Go Hawks!

Mine is Satellite ( Roadrunner -GTX ) Assuming all 68 B bodies would be the same. .
My location is 70 miles East on Hwy #2 from Ia. Neb. line, or Missouri river---8 miles North from Ia.- Mo state line.............................MO

I can't confirm. 100% only repeat what I've read in another post which was no IIRC. But it can be made to work and requires a heavy duty flasher....

My 69 has the fender lights (part of the light package) and it also has the green indicators in the dash.

For what it's worth, my '68 GTX has the fender top indicators and has the "normal" blinkers in the instrument panel as well.

Can't verify for 68 Mo, but my 69 with fendertops do work in cluster also.
Fast flashing
would indicate a failed bulb as you describe, but If everything else is working a failed ground also causes rapid flashing. They work on resistance, so a 552 flasher is an easy try. Unplug the fendertops and give it a try.
Back in the "old days" remember when you hooked up your tow vehicle to a trailer for the first time?
You found out quick you needed a HD flasher, as you added more resistance.
Good luck!
Sorry, guess that wasn't a yes or no

NO. My 1968 had factory fender mounted indicators and the bulb holes in the instrument panel had paper tape over them to prevent the insertion of bulbs. I removed the tape and placed bulbs/holders in them and now I have both. Any other 68 owners with both are most likely the lucky recipients of the actions of previous owners or a factory screw-up.

Originally from Council Bluffs.

Don't know about a 68 Roadrunner, but my 69 Charger had hood mounted turn signals, and had working lights in the instrument cluster

this ^^^^^^^^^^^^^^^^^^^^

MO, my 68 GTX has fender mounted signals.......... the dash cluster actually has a type of electrical tape over the back of the turn signal openings to prevent bulbs from being inserted and making contact; it also prevents light from coming through.

I might add...... it appears if the tape was removed and bulbs installed, they would work.

I've had 2 67's and they were yes.

My first '69 had both. I see no reason why the '68 would have been any different.
I will say though, that it needed a heavy duty flasher to drive both.

My 68 has both so yes.
This probably wont help, but my ex brother in law bought a new 68 sport fury in 1968 it had both, fender and dash.
I installed them on the fenders of my 68 fastback w/ a fiberglass hood, both working, and I love them !
