My next move is to remove unit and bend rod.
So, it's not reading from empty to full?
Maybe a little help. I went through the old tech stuff, for the gauge/sending unit. Mine is a 64 Ply, but they all work the same. First, I used a brass float. Make sure whatever float, there's no gas in it.
Ground is a key thing on the units, so I made sure it had good connections. You might not need to do this, since your's has been rebuilt, but the sweep arm contact for the windings needs to be in good shape, including the arm itself. Mine wasn't, so I swapped with another one.
Then, I adjusted the two tab stops, for the float arm, to get the correct ohms readings, full and empty. Next, with the float on the arm, I mounted the unit in the tank. Read in the tech, the arm/float should NOT touch the top, or bottom of the tank. I checked that using a long dowel rod, from the filler end, moving the float from stop to stop. Of course, the tank's filler tube was out, tank on the bench.
Had to mess with it all a little, but, sure was worth it. Main problem I had was the ground strap, outside the tank. It was always loose, when I pushed it on the fuel lines. Wound up using a strip of 12 gauge wire, wrapping each end around the tubes, to get ground.
