Is the swivel assembly threaded or bolt type clamp?

There is a bolt on the bottom that locks the shaft. Its 8n left of pic I'll post. Just under exhaust pipe top left.

Thanks Fran, knew there was adjustment somewhere. PO jury rigged it for sure.
