It will without bolting the head down. What I did was use the closed end of a 15/16" wrench over the lever instead of the handle. This allows the force to be used down instead of across, better leverage.

If you have a welder and a little skill, you can fab one pretty easy. 1/2" pipe, some trailer shackles, and a shock eyelet. Used an old rocker shaft and bolts. Works great.
