Is there a difference in the 68/69 A and B body bucket seat frames from the drivers side to the passenger side, mainly the seat back frame and bottom cushion frame?

Also, did all frames come with headrest hardware under the vinyl and foam even though they didn't have headrests?

The frames are the same, the tracks are different. I believe that they do have the headrest guides.
 
I agree with Jetblast on the frames being the same. However the headrests were an option in 68 and unless originally equipped with headrests the frames will not have the provisions
 
Headrest "hardware" will not be included if the car came without, but as far as i know the seat will have the provision to get it installed by using a installation kit. (check at Classic Industries for a headrest installation kit)
Should be no drilling or welding additional parts to the frame.
Soon i will also rebuild a set of bucket seats i've bought to reinstate the interior as it should, these seats came without headrest and i found that they can be installed regardless by using mentioned kit.
