Looks like a horn relay being used to ground a starter relay. What other strange equipment does your car have?

How is that “strange” equipment? That unit was standard on early Hemi cars.....it is set up correctly....

Go to mymopar and download the service manual it will describe this unit for you....

That is correct, standard for a 1966 Hemi, it is a terminal block of sorts.

I have one of those relay panels that I took off of a Charger, probably 25 years ago.It has relays and wiring attached but I don't have the seperate harness retaining bracket you show to the side of the panel . Would have to search for it, but I know it is packed up with some other harnesses in a plastic container.

Those tags on ebay $200 were pricey. Maybe made an offer, all he can say is no.

If you find it, can you post a picture. Mainly looking for the terminal block and cable hanger.

Also looking for the turn signal bulb harness that goes into front signal housing, the brass bulb sockets on mine are split. Sorry for the small image.
