Balancer cones...all the same?

So I've got this snap-on manual spin balancer.

Lately it's been saying I need 3.75 oz three, four, five or more times per wheel.
Same weight, different location each spin.

Calibration does not help.

I found a Hunter 700 series horizontal (?!) balancer on cl for $125.

It's missing a few cones and the wing nut clamp.

Are the diameters and thread pitch the same across brands?
Can I use the parts form my existing one on this Hunter?

Sure would be nice to have a $125 quality piece.
 
I did search ebay and learned there are two main ID's 36 and 40mm.

Of course my stuff is 28mm.

There is a more traditional (and complete) AccuTurn balancer on the other coast for $300.
