When I move the throttle ( give gas) the linkage that connects the 3 carburetors together does not move. It travels through
is the linkage connected wrong?

Vacuum opens the secondary carbs. That linkage is there to insure that they shut when you release the throttle.

fbs63 is correct. That linkage does not open the front/back carburetors, it closes them (only).

Be sure to check the "length adjustments" on those 2 threaded rods. The ends that go into the outboard carburetors throttle plate tab should go in easily, and not open the outboard carbs when they are connected.

When getting on the gas. What triggers the two outter carborators to open up?
The rod 90° piece that goes into the slot on the center carb slides through/along the opening as long as the center carb is open far enough. The vacuum cans on the outboard carbs pull the outboard carbs open. They have a spring in each can (various tensions available) to help control the speed of the vacuum pulling them open.
