Do fuel tank straps typically come with rubber insulators?

While strapping the fuel tank back in it reminded me of what it sounds like when I'm driving in the car. I hear dinks and clunks coming from the trunk area. At first I thought it was some very worn leaf springs but now think it might be the fuel tank.

Are the straps meant to have rubber insulators on em? Will this affect grounding?
 
Instead of the fabric mat I replaced with a 1/4" rubber mat. A gas tank/radiator repair shop gave me a slice of it after recommending it.
 
And to answer your question, no, the straps did not come with rubber insulators.
 
Once I used a large generic slab of cork-like gasket material when nothing else was handy/available (lol). Nothing on the straps, though.
 
I had, and used, a strip of self adhesive felt between my tank, and strap. Only 1/8" thick, 2" wide. Dang sure don't hurt!
 
Rubber seal doesn't insulate the sender but it sure will not work without installing a ground.
 
Go figure. Rubber/foam pad on top side of the tank, felt strip under the strap. The tank itself is not grounded.
Only ground is to the sending unit itself, however you do it. Metal grounding strap jumping the fuel line hose connection. Steel fuel line clamp, to the body, just above the sending unit, on my 64.

Only problem with my gauge, is gas goes away too fast.:p Reads normal.
