Wheel Opening Blackout

I have a friend with a relatively original '70 Dodge Bee.

The wheel wells of his car, front and back, are blacked out inside of the wheel well trim molding. Is this correct for this car?

Would this also be correct for my '70 Plymouth GTX?

All wheel wells were blacked out with undercoating, regardless of whether the car had the undercoat option or not.
 
Was the blackout just rubberized undercoating?

that is correct
Body color should be underneath the undercoating
if its black paint it was monkeyed with in the past
 
I used to do that at the dealerships back in the 70s.. .. up here they sold it as a Option. just like the outer wax protection. and scotchguard on the seats and carpets.
 
I've always heard that black painted wheel wells are an old trick flippers use to hide problems. I'd be worried about it.

Does the blackout go all the way up to and over the underside of the fenders? Does it go all the way up to the front bumper and all the way back to the back bumper?

I'd like to put some on my car. make it correct as it came from the factory.
