Electrical Problem, 3 speed wiper switch 69RR 383

Bought a new 3 speed wiper switch because I thought the other one had problems, when I plugged it in and tried to use it I would get a shock. Well the new one is doing the same thing. When the whole bar with the switches was leaning on the steering wheel I could see a little blue spark every time I turned on the wiper switch. On the old switch it melted the pink wire a little, I have since put black tape on that part but still get shocked. This is a brand new wiring harness, I don't understand why this is happening. All the other switches are fine. I have the grounding wire underneath the steering wheel hooked up. Does anyone have a clue what's going on?
 
Given new harness, are you sure that the various bits of harness that attach to the 3 speed switch are correct? Check against the schematic. As I remember, it is possible to hook the small plug in incorrectly. Just a guess.
 
Here ya go check out the schematic I colored in the wiper portion of the harness. You should be able to see where it goes from point A to B. Right click save as..

Have you tried grounding the switch body to a known good ground? Perhaps the ground isn't making it to the the ground wire under the steering wheel.

Well, I haven't tried the ground under the steering wheel yet, but if that don't work I will try another place.
 
I have a 12 ft 14ga wire that I use to go directly to the battery in cases like you have. Let's me know right away if my ground path is at fault.

OK, I ran a wire from the switch to the steering column for ground. I turned on the wipers and no shock! Could it have been that simple, is it fixed?
 
Well, do the wipers work? I do know the wiper switch must have a good ground for the system to work properly.

Yes, the wipers worked without a shock nut my voltage regulator went out, had to replace it.
 
Three speeds switch needs to be chassis grounded to work propperly... 2 speeds not in my experience, althought I think FSM states switch needs to be chassis grounded for both, I think due the reverse motor function for parking, swapping + and - to make it.
