Did you flush the block? What’s the timing?
 
Well I would have guessed that your fans were pushing air through the rad but you say they are pulling air. I will say from your pitchers that I think you might be onto something with your shroud and fans. Your shroud looks very restrictive and it could be not allowing enough air to flow through the rad on the highway, like fury 64 said path of least resistance.
 
Hi Ron, thanks for all the good info.....I'm starting to wonder if the dual electric fans are part of the problem. Once the temp gets up to 180 they come on and don't shut off until 160 which it doesn't get down to and I'm thinking that maybe the fans are not moving as much air at let's say 50mph than if they were shut off and air was just going through the rad on it's own as I go down the road. I had to up the anti-freeze water ratio over last winter due to a cold snap here in Ohio otherwise I run about a 80% water 20% a/f and I also use water wetter but I was having the same issue last year when the ratio was 80-20. I am using a 15W/50 oil called Driven and until I get the temp down I'm going to stay with it.
From an earlier post one had discussed the electric fan arrangement as actually a possible impedance as I was thinking about this setup. Then ya got lots of guys who find they're great. When I reduced the oil weight this was from another concern I had with high oil pressure, then started reading up on oil finding this can be a culprit with higher motor temp. When I reduced it I saw a noticeable change. What a science - engine oil! Motor has to work harder to run heavier weight oil and the heavier visc holds a higher oil temp. Anyway my read up on this found some compelling info I had no clue about. To qualify, most of my drive time though (never much as I'd like) isn't long distances and only occasionally really get on it.

I did flush the block but it was a block I bought from Indy Cylinder Head 2 years ago and I trust that they made sure the block was good to go. Timing is set at 15 initial and 34 total in by 3000

Hemiedw....if you look at my picture of the back of the radiator you can see what looks like black rectangles which are rubber flaps that move easily when air flows through the radiator. There are 12 of them I believe....6 on the pass side upper and 6 on the drivers side lower.
 
If you have always had that shroud on and had the problem I think that's were I would start. Remove it install the factory fan and retest. Then a new thermostat if you haven't tried that already also.
