1969 coronet no headlights

While disconnecting the headlight harness connection from the sealed beam, I created an arc and now the headlights do not come on. I previously read that the headlight switch contained a circuit breaker . Is there a breaker that can be reset in/on the switch ? The manual says to remove the switch panel, remove the 4 screws, unplug the switches, and carefully pull out the panel. I cannot seem to get the panel to move much and I don't want to apply to much force and damage it. How much force has to be used to pull the panel out ?
 
The headlamp relay does have a breaker, but it resets automatically, so there is no need to do it manually. Also, you would have had to short the wire out for more than just an instant like creating just a spark. Make sure you have 12v to the lights, and that the ground is good. If you don't have a manual, get one here and follow the wiring diagram.

is the ground wire to the rad support good? I had one that looked good, but the wire was broke inside the insulation. And just for shitzs and giggles...check your bulbs.
 
The headlight circuit is not fused, just the circuit breaker only.

Basket Case is correct. Was a bad ground as I can get the right sides to illuminate after adjusting the ground. I get around 12v at the left connectors so I assume the bulbs on that side are bad. If I connect the bulb that i arced, the 2 working bulbs on the right and the arced bulb go to just a very low glow in the rear of the sealed beam. Maybe the arced bulb destroys the circuit.
 
Check and clean your bulkhead connection. Pull the two conductors from the high beam switch on the engine side and soak in vinegar. Spray contact cleaner is usually harmless to the plastic. A purpose-made "release tool" for the dash side connectors will let you get them out and tighten them up. I use a spare male side connector from my parts stash and check the tension fit into the female connectors. Don't get the order goofed up if you go that route.
