Rust or adhesive?

Pulled my carpet and headliner and found things were not as bad as expected but i found alot of what looks like adhesive. Can someone please comfirm this is ot rust on the roof. Also do you paint the floor boards and roof interior to prevent rust?

Looks like surface rust to me. Id rough it up w/a d/a or wire wheel & a wire brush in the tight areas then give it some 2k epoxy primer w/a brush, especially since your concerned about it..
 
I have some poly urathane single stage paint i planned using on my dash . Would you reccomend using that?
 
If it's just light surface rust hit it with Eastwood rust encapsulator ,for heavier rust or real deep pitting i like por-15 but you have to use the metal prep (acid) for it to work well because it wouldn't stick where you got the metal clean if you don't.
 
Thanks everyone . So far i found an sanding disc in my garage. Went tk town oh the roof got most of the adhesive off and now figting the rust. Went down to metal to ensure i didnt miss any rust. Starting to do the same with the floor pans. I tried rustmort on the floors a few days ago with little affect

I tried that rustmort crap also,i think the bottle is somewhere in my neighbors yard.
