Rotor question and interesting part

So has anyone ever seen a rotor this bad? Feels like running your finger over small gravel when you check the smoothness. I have the caliper off but it's not budging. Bigger hammer? Or does the bearing cap need to come off?

Also anyone seen these before? One behind each wheel. The black ring is full of sand.

Take the bearing cap off and remove the cotter pin and nut and the rotor will come off.

Possible. I've been trying to figure out what the purpose of them would've been.
