After removing the thick undercoat with a heat gun and putty knife. There leaves a thin film of the undercoat. What is the safe and easiest way to remove this film, in prep for sanding?
 
Looks like black paint right? I have a similar question.
 
.....I think anything that cuts the oils down.....mine was so crispy is just fell right off......leaving a fairly clean surface,
 
If you are removing it to prep for sanding, why not use a wire wheel on a drill ? This will help remove the thicker spots, and get in the nooks & crannys.
 
if you don’t want to remove the paint/primer or whatever is on the metal take a big soft brush soak it in gasoline and apply it on the areas. Wipe it down, repeat if necessary.

Last step take a wax remover and wipe it clean. That’s how i did.
 
I didn't like the idea of using heat, and avoided it. Instead I used an air tool, a tool called a needle scaler - best tool I got and it knocks the undercoating off in chuck's, cleans it off down to the metal, and doesn't leave any residue that needs to be cleaned up after the fact . . .

Too bad that I waited until the job was half done or it would have been done much faster. . .

Oh well, live and learn . . .
 
Spray it down with Gunk Engine Brite Engine Degreaser. Let it soak overnight.
put Nitrile gloves on and scrub the residue with scotch Brite. Rinse with garden
hose. Done.
