Those rear frame rail brackets

Ok, this has been bugging me for a long, long time. What is the purpose of those odd brackets bolted to the rear frame rail on my Charger (see pic)? They share a bolt with the tail pipe hanger and there is a mirror-image bracket on the other side. These things keep me up at night man! ;)

First time I have seen them and don't remember taking them off during dealer prep. How did one get so lucky to have them on their car?
 
They're still on my 68 Charger
Now I am going to have to go look. Can not believe I have overlooked them all these years. But was wondering could them have been installed for different modes of shipment like rail vs truck transport?
 
I naturally assumed they were tie downs of some sort, however they don't have a hole which I would expect. I cannot imagine how you would get a "hook" to stay in what amounts to a rounded recess?
