how do I remove JUST the steering wheel horn ring. on a 64 dodge 330 polara.THX

Should be able to grab the horn ring and give a quick 1/4 turn to the left counter clockwise.

It has been decades since I took the original wheel off my 64 but I believe there are screws that come through the back side that hold the chrome bar across the face...
