Yes, that's a plate in short version with narrow letters.
Otherwise our plates would be huge. A few years ago you could get plates in a two line style, that mean the letters in the upper line takes the shorthand symbol für your local area, in my case 'HK' wich stands for 'Heidekreis'
The second line takes a variation of personal letters and numbers you can choose for yourself.
At least there's a 'H' at the end of my plate, it stands for the historical registration, if your car is at least 30 years oid.
